- Preheat oven to 400°F (200°C).
- Heat olive oil in a skillet over medium heat. Add onions and garlic; sauté until softened.
- Add ground lamb and cook until browned, breaking it up with a spoon.
- Stir in carrots, tomato paste, beef broth, and Worcestershire sauce. Simmer until vegetables are tender and sauce thickens.
- Mix in frozen peas and season with salt and pepper. Remove from heat.
- Transfer the meat mixture to a baking dish and spread mashed potatoes evenly on top.
- Dot the potatoes with butter and bake for 20-25 minutes until the top is golden and crispy.
- Let rest for 5 minutes before serving.

For an extra cheesy topping, sprinkle a layer of grated cheddar or Parmesan over the mashed potatoes before baking. This dish pairs wonderfully with a simple green salad.
