- Peel and boil the potatoes in salted water until fork-tender then drain and mash until smooth and let cool slightly
- Cook ground beef with onion and garlic in a skillet over medium heat until browned then season and let cool
- Mix mashed potatoes with egg and flour until a soft dough forms
- Flatten a portion of potato mixture and add meat filling in the center
- Fold and shape into a round cake sealing the filling inside
- Heat oil in a skillet and fry each cake for 3 to 4 minutes per side until golden brown
- Remove from pan garnish with parsley and serve warm
