- Preheat oven to 375°F (190°C) and grease a 9x13-inch baking dish.
- Slice potatoes into 1/4-inch rounds and keep in cold water to prevent browning.
- Heat olive oil in a skillet, sauté onion 3-4 minutes, add garlic for 30 seconds, then cook ground beef with Italian seasoning, paprika, salt, and pepper until browned. Drain excess fat.
- Layer half the potato slices in the dish, followed by half the beef mixture and half the cheddar cheese. Repeat layers.
- Pour beef broth and milk (if using) evenly over the top. Cover with foil and bake 35-40 minutes until potatoes are tender.
- Uncover, sprinkle Parmesan cheese, and bake 10 minutes more until golden and bubbly.
- Rest 5 minutes before serving. Garnish with parsley.
